Introduction to Info Source

Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

The Introduction and an index of institutions subject to the Access to Information Act and the Privacy Act are available centrally.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

Background

The Nunavut Water Board (NWB or Board) is an Institution of Public Government established in 1996 pursuant to Article 13 of the Nunavut Land Claims Agreement.  The Board’s mandate and jurisdiction are further detailed in the Nunavut Waters and Nunavut Surface Rights Tribunal Act proclaimed on April 30, 2002 and its associated Regulations, effective since April 18, 2013.

The Board is composed of nine (9) members, including the Chairperson who is also the Chief Executive Officer of the Board, appointed for a term of three (3) years by the Minister of Aboriginal Affairs and Northern Development Canada. 

As for the other members of the Board, one half are appointed on the nomination of the Designated Inuit Organization; one quarter are appointed on the nomination of the territorial minister responsible for renewable resources, and the territorial minister or ministers designated by an instrument of the Executive Council of Nunavut; and one quarter are appointed by the Minister of Aboriginal Affairs and Northern Development Canada.

Responsibilities

The Board provides for the conservation and utilization of waters in Nunavut, except in a National Park, in a manner that will provide the optimum benefit from those waters for the residents of Nunavut in particular and Canadians in general.

Under the Nunavut Waters and Nunavut Surface Rights Tribunal Act, any use of water or deposit of waste into water must be approved by the Board. The requirement to obtain approval of the Board applies equally to departments and agencies of the federal and territorial government. The only exclusions are the use of water for domestic purposes, for extinguishing a fire or, in an emergency, for controlling or preventing a flood.

Application File

Description: An Application File is open for every application accepted by the Board, and contains a copy of the application and of all supporting documents, all records from any public hearing held in connection with the application, all correspondence and documents submitted to the Board by interested persons in respect of that application. It also contains engineering and design plans, construction schedules, as-built drawings, technical submissions; correspondence between the Board and the applicant. The Application File is closed when the Board approves (or not) the application.

Document Types: All correspondence related to an application up until approval / rejection from the Board.

Public Register

Description: Public Registry.

Document Types: The Public Registry contains a copy of the application and of all supporting documents, all records from any public hearing held in connection with the application, a copy of any licence issued in respect of the application and the associated Reasons for the Decision.  It also contains all correspondence and documents submitted to the Board in respect of compliance with the licence issued in respect of the application. Also included are engineering and design plans, construction schedules, as-built drawings, technical submissions; correspondence between the Board and the applicant, and interventions from interested persons.

Acquisitions

Acquisition Services involve activities undertaken to acquire a good or service to fulfill a properly completed request (including a complete and accurate definition of requirements and certification that funds are available) until entering into or amending a contract.

Financial Management

Financial Management Services involve activities undertaken to ensure the prudent use of public resources, including planning, budgeting, accounting, reporting, control and oversight, analysis, decision support and advice, and financial systems.

Human Resources Management

Human Resources Management Services involve activities undertaken for determining strategic direction, allocating resources among services and processes, as well as activities relating to analyzing exposure to risk and determining appropriate countermeasures. They ensure that the service operations and programs of the federal government comply with applicable laws, regulations, policies, and/or plans.

Management And Oversight Services

Management and Oversight Services involve activities undertaken for determining strategic direction, and allocating resources among services and processes, as well as those activities related to analyzing exposure to risk and determining appropriate countermeasures. They ensure that the service operations and programs of the federal government comply with applicable laws, regulations, policies, and/or plans.

Materiel

Materiel Services involve activities undertaken to ensure that materiel can be managed by departments in a sustainable and financially responsible manner that supports the cost-effective and efficient delivery of government programs.

Real Property

Real Property Services involve activities undertaken to ensure real property is managed in a sustainable and financially responsible manner, throughout its life cycle, to support the cost-effective and efficient delivery of government programs.

Travel And Other Administrative Services

Travel and Other Administrative Services include Government of Canada (GC) travel services, as well as those other internal services that do not smoothly fit with any of the internal services categories.
